Having come to an agreement between the heads of all local units, we have agreed on our regulations on weapon usage for new people in our realm.
As per what we have been doing, when a new person arrives at practice, a veteran will explain the rules to them, and show them the ropes of fighting using single blue. After instruction, they are free to use any combination of blue, blue and shield, or dual-blue.
Should they wish to use another weapon type, they will be directed to a veteran of the relevant weapon type who has shown great skill and has ownership of the appropriate weapon type. From there it will be that veterans place to give the new member instruction in all matters of usage and safety with that weapon, and spar with them until the veteran feels that person can handle said weapon.
From that point, any blatantly dangerous shots will earn the new person a stern warning, until their third (Unless severity trumps this). Upon their third they will be restricted to not using that weapon in battles for a determined number of weeks. If unsafely using a red, they will be downgraded to using dual blue or sword and shield until further notice. Should they still prove unable to use those safely, single blue. Should they still be unable, downgraded to only dagger. If they cannot fight safe with a dagger, perhaps Dagorhir is not for them.

Awesome... Soooo like, as soon as I get around to making a spear I would be taught how to use it, am I correct?
Also, when you say blue weapons, it means stuff like swords, axes, flails and whatnot, am I correct? Not just swords?
And that system you have going on there. You mentioned like if you are deemed unsafe using a red weapon then you will be downgraded, would that also hold true for stuff like bows and spears? I'm assuming yes, but I wouldn't know...

You'd be working with either Yngvin, Gyden, or Pheonix for spearwork. Yup, blue being an all-encompassing term for sword, flail, axe, etc. And yes, restrictions and downgrading apply to any weapon, red swords, polearms, spears and especially bows.
