Does this mean that the non-stricking edge must be 3 inchs?

im assuming...kind of a dumb rule because if you look at some choppers they deffinatly arent like that lol

well as long as it's a safe weapon, I should be fine with it being thinner by 1 inch ish?

No, it's 2 and a 3rd inches wide, wich is about an in less than the requierd 3

The 3 on that 1.25 by 3, thats to mean the flat of the blade. They usually have templates at weapons check, so... yeah. If your weapon is less than 3 inches on the FLAT of the blade, chances are it's under-padded.

ok, then it can be re formatted to make it 3 inches eveywhere on the flat
