I would say
Low Loot Medium combat Medium Roleplay? Medium to High Epicness (dependent on player choices)

As much as I hate constantly saying this... The BRP system is very multi-faceted for something along those lines. It's great for games that aren't loot-centric, since power is mainly gained through player use and development. The main BRP book has rules for everything under the sun, from a caveman setting to a futuristic setting and everything in-between, cyberware, magic, etc etc. Only downside is that combat is gritty and realistic, meaning if you get shot, well, your ass just got shot, you better get some help fast.
On that note, the Shadowrun system, especially 4th edition (Which I have NO experience with, I'm a 3rd edition nut, but 3rd edition isn't exactly SPACE futuristic), could also be fitting. The combat system is a little bit more action paced while not being SUPERPOWERED D20 ACTION MAN CAN TAKE 300 BULLETS AND STILL WHOMP YOUR ASS!!!

Ive been thinking about it today and Im leaning towards basic DND rules because of what i want players to encounter. Ill allow pretty much any class/race as long as you can explain their origin well enough. I would prefer scientific explanations over magic.
IE Elves: They exist because when genetic engineering became popular people modified their genes so they would have elvish figures and features and pointy ears. (inspired by tales of old) (lifespan stayed the same though) Most elves come from the planet Luna. It is a Utopic planet with a unique atmosphere that extends human & Alien lifespan.
Background: This game will take place in the Salvation Star system. It contains 7 G2V Class stars. Known planets: Planet Luna - Orbits a gas giant in the Goldilocks zone of one of the yellow Stars The Gemini solar system - which consists of two earth-like planets called Gemini 1 and 2 that share the same orbit, but are located on the opposite sides of the sun they share. Planet Ero - A planet that has a very diverse culture with many countries, probably the closest to earth when compared to countries (minus technical advancements expected) Planet X - said to be ruled by Space Pirates... Planet Freedom - The whole planet is one giant country. Ruled by a socialist regime. More planets to come...
Currently an unstable peace exists amongst the planets. Due to the fact that large warships cannot travel through hyperspace yet. Because of this, trade and commerce in general has fallen to the privateer and small shipping companies. Thus the establishment of the Trade Guild.
Piracy is very common and popular. Thus the establishment of the Hunter Guild. Hunters do many things, including guarding trade ships from pirates, bounty hunting, salvaging, etc. Hunters and traders are usually free to travel between planets as long as they dont break any rules.
Magic exists, but it is illegal on most planets.
Ok, gear...
I will develop a list of the higher tech gear available for a starter character. But im going to go by the basic rulebooks advanced weaponry prices. One thing about it though, for all basic gear cut its cost in half due to ease of manufacture. And you can also make an item "compact" by paying and extra 15% of the base item cost. Making an Item compact reduces the items weight when stored by 50%.
No magic starter gear. Masterwork items are cool though.

I suggest you look into d20 Modern/Future It's the basic D&D d20 ruleset, only mapped out for modern and futuristic campaigns.

yeah. D&D 3rd edition is essentially d20 Fantasy.
the d20 system is precisely what D&D uses. Classes, races, 4d6 stat rolls, skills, feats, etc etc.
